Tree Plan Sets City Back a Tidy Sum

LOS ANGELES - The city Department of Water and Power has been spending $101 each time it delivers a tree worth $12 to rate payers under its tree giveaway program, according to a new internal audit.

The audit released this week found that the "Trees for a Green L.A." program fell far short of its mandate to plant 100,000 trees a year, distributing or planting only 36,000 trees over 31/2 years, which increased per- tree costs.
