PARIS Luxembourg voted in a referendum Sunday to approve the European Union's draft constitution, becoming the first country to do so since the treaty was overwhelmingly rejected in France and the Netherlands.
Prime Minister Jean-Claude Juncker declared that the constitution was still alive after almost 57 percent of voters approved it. Thirteen of the European Union's 25 members have approved the treaty, but all members must approve it for it to go into effect.See the full content of this document
