At first, it looked like Jerry Brown the state attorney general had reverted to his old ways as Jerry Brown the far-out governor of the Seventies, out to stop development in the name of global warming. Instead, he made a deal.

Officials of San Bernardino County, his first big target, had feared endless legal tangles, but now seem pleased with their end of the agreement. They can go ahead with their long-range plan, providing they amend it with a policy dealing with reduced greenhouse emissions.
