LONG BEACH - Almost eight years after city leaders adopted austerity measures to wipe out deficits topping $100 million, Long Beach remains mired in a financial morass expected to further erode public services and public employment in 2011.

Facing an $18.5 million deficit in its general fund for the coming fiscal year, Long Beach is considering layoffs, wage freezes, pension reform and an overhaul of city hiring practices.
