LONG BEACH -- When Long Beach City College Trustee Doug Otto came across a state law that he felt was unfair, he decided to change it.

Diagnosed with stage 4 cancer last summer, Otto, a local attorney, chose to undergo treatment at a top facility in Houston. But the out-of-state visits meant he would miss time from work and meetings of the LBCC Board of Trustees.
