If it was bad karma that caused the Boeing Co. to lose a $35 billion air tanker contract to a foreign bidder, Airbus, then it's hard to explain the latest twist. Boeing has won in its dispute about the bidding.

The Government Accountability Office, which keeps an eye on other government agencies, caught most people by surprise last week when it sided with Boeing's criticism of the bidding process. The GAO hasn't released the details yet, but ruled that the Air Force had botched the award in at least six different ways. The contract probably will have to be renegotiated.
