LOS ANGELES -- At the urging of Mayor Antonio Villaraigosa, the City Council on Tuesday approved four measures aimed at bolstering public scrutiny of lobbyists and fund-raisers while barring them from serving on city commissions.

Villaraigosa, who last week bounced two lobbyists from various city panels and accepted the resignations of three others, appeared before the council to urge passage of the measures.
