LOS ANGELES The public relations firm Fleishman-Hillard apologized to the citizens of Los Angeles on Tuesday and agreed to pay the city nearly $6 million to settle charges it overbilled the Department of Water and Power and other agencies.

City Attorney Rocky Delgadillo announced that the city's lawsuit had been resolved with the company agreeing to pay $4.5 million in cash and to drop its billing requests for $1.2 million.
