LONG BEACH - The fire that killed two girls in an illegally converted garage on Martin Luther King Jr. Avenue Friday has raised the ante on the issue of people living in unpermitted dwellings in Long Beach, according to some city officials.

City Councilwoman Bonnie Lowenthal, who sponsored legislation intended to reduce the number of people living in unpermitted residences by making landowners responsible for moving costs, was distraught when she heard the news.
