CERRITOS -- At $145.2 million, the proposed budget for the city's 2006-07 fiscal year is larger than last year's, but there are two things that keep its size in perspective.
"It's larger than last year's ($134-million) budget, but they were both balanced budgets and that's the key," said City Manager Art Gallucci. "But unlike most other cities, we operate our own library, our own performing arts center, and a large water and power department.
