LONG BEACH - After weeks of debates, the City Council is scheduled Tuesday to approve the city budget for the 2009 fiscal year, which begins Oct. 1.

The budget calls for a range of program cuts and some layoffs in what city officials have called a "streamlining" of Long Beach government to balance out an expected $16.9 million deficit.
