LONG BEACH -- A plan to require contractors that do business with the city to include domestic partners in employee benefits plans for spouses has attracted one critic on its way to Tuesday's City Council meeting.

First District Councilman Robert Garcia last week announced his proposal to create an equal benefits amendment to ensure that gay couples, who can't legally marry but may have domestic partnerships, are given benefits equal to married couples.
