Taking basic health care coverage away from kids is never in the state's long-term interests. But Gov. Arnold Schwarzenegger pushed through a new set of Medi-Cal requirements that did just that last year in an effort to save the state $25 million in 2009 and perhaps as much as $90 million in 2010.
Now that bonehead move could prevent California from capturing at least $10 billion and perhaps as much as $14 billion - yes, that's a "B" - in federal stimulus money unless the state changes its eligibility rules by July 1.
