In the midst of the worst credit crisis in decades, the Federal Reserve has laid down new rules to prohibit unfair or deceptive credit card practices. Some banks have complained that the new regulations are untimely, because they will further limit credit. That's malarkey. Fair dealing should not be construed as a damper on credit. Think of it as one small step for Sacramento. OK, so it's hard to draw any historic conclusions from California Assembly Speaker Karen Bass' decision to cut her august chamber's budget by 10 percent. It's one small - positive, to be sure, but small, nonetheless - gesture on the part of our political leaders to accept some share of the burden for a problem they've largely created.

Why the arts matter During the rousing "We Are One" concert Sunday celebrating the inauguration, actor Denzel Washington called music the "heartbeat of America." And after hearing the American sounds ranging from Aaron Copeland's "Fanfare for the Common Man," to Bruce Springsteen and Will.i.am, I couldn't agree more.
